That lapel was given to him by the secret service. It’s an honor to receive that lapel, and it’s a matter of showing respect to those who protect him.
I do not believe that the Secret Service gave him or Ryan the altered American flag pins, as altering the American flag is against federal law. If the Secret Service did that they would be in violation of federal law. Do you have a source? No one else seems to.
